An article published today
(http://www.dagbladet.no/nyheter/2002/09/19/349168.html) suggests that Norway is
about to add the Staffordshire Bull Terrier to its list of banned breeds. This
follows on to recent news from Luxembourg and several other countries who feel
they should follow the German example. (A rough translation of the original
article referred to is shown below). I am seeking more information but anyone
who cares for Staffords needs to spread the word of the extent to which our
breed is now threatened across Europe.

The Ministry of Justice is considering banning more breeds in it new dog law.
Their evaluation will also look at a general ban against all dogs similar to
fighting dogs.

The approach to the problem of Dangerous dogs we are considering is working with
the new dog law. We are not yet able to give precise details regarding what new
restrictions will be included in a possible ban, besides those of breeds which
are already banned today. But there are other examples of dog legislation in
Germany and France, says lawmaker Atle Torvund in the Ministry of Justice
lovavdeling at Dagbladet.
Four banned breeds are currently disallowed in Norway: pitbull, dogo argentine,
fila Brazilian and Japanese tosu. In Germany there are an additional three
breeds affected by severe restrictions.
- We discern from the german constitution, there it's national legislation in
effect forbids against American staffordshire terrier, staffordshire bull
terrier and bull terrier. In additional we are considering a ban against cross
between wolf and dog, generally dog types like wolfhond, saarloos and
Czechoslovak ulvehund, he said.

Other breeds aren't being considered for prohibition at present, but the
ministry appraiser is framing it's new dog law so that new banned breeds are
able to be disallowed by guidelines laid down within the constitution. The
evaluation will also look at dogs which are physically similar to fighting dogs
with similar external physical characteristic, which can likewise be assessed as
dangerous dogs.
- We have an example from the French dog legislation, which has a similar
adjustment. The goal is to make it difficult to bypass the law. If this becomes
current, it will become up to police to carry out using descretion in every
individual case, says Torvund at Dagbladet.
ID- labelling
General Secretary Ole Arild Fosmo of the Norwegian Kennel Club is unconvinced at
the ideas to evaluate bans against more breeds. He considers authorities should
be bound to focus far more on dog owners behaviour and dog control, than at
so-called dangerous dogs.
